Phoenix police release 911 call, footage of ‘ambush’ that killed 2 and injured 9 officers

Phoenix police released a critical incident briefing on Friday that shows body camera footage of a February 11 shooting that left two dead and nine officers injured.

Phoenix police say Morris Jones, 36, ambushed police outside his home, injuring nine officers, and shot and killed his former girlfriend, 29-year-old Shatifah Lobley.

Footage provided by police includes the recording of a 911 call and edited video footage taken at the scene from both witnesses and police body cameras.

Police arrived at a home near 54th Avenue and Elwood Street around 2:15 a.m. after a 911 caller said a woman had been shot by intruders during a robbery.

“It’s a gunshot wound. We have an intruder… They came here to try to rob me,” a man, later identified by police as Jones, can be heard telling the 911 operator in the video provided by the police.

Police said upon arriving at the scene, an officer approached Jones, who was standing in his doorway. In a video previously released by police, Jones appears to tell the officer “she’s choking on her own blood. Come on bro,” referring to the woman mentioned in the 911 call.

Body camera footage shows the officer moving closer to the door as Jones pulls out a handgun and begins shooting at the officer.

After the shooting, the video shows the officer running from the house to alert other officers to a 999 situation – which means an officer is down or needs immediate assistance, according to the code from police.

Edited footage shows a second officer arriving on the scene just as Jones is seen shooting the first officer. The second officer is seen firing his gun at Jones, hitting him once as he entered the house and closed the door.

Within minutes, multiple officers arrived at the scene to establish a perimeter around the home, police said.

According to police, Jones came out into a small fenced-in yard and began firing in the air at a police helicopter observing the scene. Although Jones is not visible in the video footage released by police, a helicopter is shown shining its lights on the scene as shots are fired.

Police say Jones then attempted to escape by getting into a vehicle in the garage at the back of the house and attempted to escape by ramming the vehicle into a patrol car. He was unsuccessful, police said. Body camera footage shows the garage door open and the patrol car shifting gears as squealing noises can be heard through audio recordings.

At around 2:36 a.m., according to the timestamp of the video, a man identified by police only as Lobley’s brother is seen walking out of the house with one hand in the air, the other holding a pink bag and a baby.

Footage captured by a photographer at the scene shows Lobley’s brother putting the baby in front of the door and following the instructions of officers.

The video shows that while Lobley’s brother is being held, another group of officers head for the front door of the house in an attempt to rescue the baby. As they reach the front door, Jones fires his gun and shoots several officers.

“I’m shot,” an officer can be heard saying in the body camera footage.

Lobley’s brother and other officers were hit by bullet fragments which ricocheted off the ground. Officers backed up and took cover, police said.

Morris fired again from inside the house and an officer returned fire, police said.

Police say officers from the Special Assignments Unit arrived on the scene and hatched a plan using armored vehicles and ballistic shields to save the baby, which happened around 3:30 a.m.

Bodycam footage shows officers rescuing the baby without incident.

The negotiators can be seen in videos making multiple attempts to contact Morris through phone calls and texts.

Police said gas canisters were thrown into the house. When there was no response, officers attended the residence and located Jones inside, dead from an apparent self-inflicted gunshot wound.

They also located Shatifah Lobley, who also died of a gunshot wound.

Two weapons, a rifle and a handgun, were inside the home next to Jones’ body, police said.

According to Sgt. Phoenix Police Department spokesman Andy Williams said the incident is under internal and criminal investigation, subject to review by the Maricopa County District Attorney’s Office.
