A: No. It is a channel-wide setting, its either on or off for all videos on your channel. It cannot be personalised per video.

Q: If someone clicks it, can it go to my website?
A: No. YouTube control what the link actually does. The only option is to subscribe to your channel. They do this because they want viewers to stay on the platform for as long as possible.

Q: Is there a difference between selecting custom start time or entire video? Does YouTube prefer you to have one over the other?
