On April 19th, 2023, I, Trooper First Class Darryle Hinton, was sitting stationary on United States Highway 65 Business and Hutchinson Street facing east. While sitting stationary, I observed a gray Cadillac DTS traveling north on Hutchinson Street with a defective back windshield. The windshield had a gray/black plastic bag on the back. After observing this I ran the vehicle license plate on ATLAS. The vehicle license plate returned to a 1998 black Expedition and was expired. Once this information was obtained, I activated my emergency lights and siren to make a traffic stop on the vehicle. While I was attempting to catch up to the vehicle, I observed the vehicle come to the stop sign of Malcomb Avenue and Hutchinson Street. The suspect vehicle was behind a vehicle that was already stopped at the stop sign. The suspect vehicle went around the vehicle that was already at the stop sign and made a left hand turn onto Malcomb Avenue. I then made the left turn onto Malcomb Avenue observing the vehicle pick up speed. The suspect vehicle then came to the intersection of Malcomb Avenue and Bryant Street. The suspect vehicle disregarded the stop sign nearly causing a collision with other motorists while making a left turn onto Bryant Street traveling toward U.S. 65B. This is when I advised Troop E communications that I was in pursuit of the vehicle.
After making the left turn onto Bryant Street, I observed the suspect vehicle run the red light at U.S. 65B and continue traveling south on Bryant Street towards Barraque Street. After crossing over U.S. 65B, Trooper Shane Caviness became the secondary unit in the pursuit and began calling in direction of travel, traffic conditions, and speed. The vehicle continued through the intersection of Barraque Street and Bryant Street, disregarding the stop sign at the intersection. The suspect vehicle continued traveling south negotiating a windy s-curve before continuing onto Franklin Street. Now on Franklin Street, the suspect vehicle began to recklessly pass vehicles while dodging oncoming traffic. The suspect vehicle then came to the intersection of Franklin Street and West 13th Avenue, initiating the left turn signal. After seeing the left turn signal on I positioned my patrol car to prevent the suspect vehicle from making a left turn onto W. 13th Avenue. The suspect vehicle then came to a stop at the intersection of West 13th Avenue and Franklin Street. Trp. Caviness and I were able to block the vehicle in and take three individuals into custody without further incident.
With the individuals now in custody, the operator of the vehicle was identified as 18-year-old Ahmad Harris of Pine Bluff. Mr. Harris was transported to the Jefferson County Detention Center.
