Scott Tillman Is National Field Director for U.S. Term Limits. Scott has worked outside the system to bring real reform to local and state government. With thirteen years of grassroots experience, Scott has a proven record of accomplishment identifying and training local leaders and supporting them to effect real change in government policy. Specializing in petition drives, Scott has successfully led and advised local and statewide activist organizations through the initiative and referendum process. Scott has served as National Field Director for the Liberty Initiative Fund, a Regional Manager with the Illinois Policy Institute, and an Alliance Manager with the Sam Adams Alliance. Romina Boccia is director of budget and entitlement policy at the Cato Institute, where she specializes in federal spending, budget process, economic implications of rising debt, and Social Security and Medicare reform. Boccia was previously director of the Grover M. Hermann Center for the Federal Budget at the Heritage Foundation, where she was the principal author of the organization’s flagship budget plan: Blueprint for Balance. She also contributed chapters to the book A Fiscal Cliff: New Perspectives on the U.S. Federal Debt Crisis and the peer‐​reviewed publication Homo Oeconomicus: Journal of Behavioral and Institutional Economics.
