Residents blame local homeless shelter for nearby code violations

Neighbors near a local homeless shelter complain that code violations in the form of litter, houseless people sleeping on stoops and jugs filled with urine discarded are the fault of the shelter. The shelter says they've spoken to the city and there are no pending violations.
