Stuttgart Arkansas PD Officer Brooks Assisting Officer Johnson 08/26/23

On Saturday, 8/26/2023, I responded as back up to Ptl. Johnson being out with a group of young males. Upon my arrival she and 2 other officers were in the process of identifying the group. Once they had been identified through our dispatchers Ptl. Johnson explained to them that we would be patting them down due to smelling the odor of marijuana. On my initial observation of Coreon Owens, I noticed that the smell was stronger as I got closer to him. While patting him down I felt what appeared to be a baggy of marijuana in his front right pocket of his gym shorts. When I asked Owens what was in his pocket, I received no response, which is when I reached in and fished the bag of marijuana out. At this time I passed the marijuana to Ptl. Hardin and started to place Owens hands behind his back and he began to struggle with me trying to get his right arm free. Not wanting the struggle to escalate, I put both wrist behind his back and held him there until another officer could help me place him in handcuffs without having to use too much force.
