SPR oil is sold competitively when the President finds, pursuant to the conditions set forth in the Energy Policy and Conservation Act (EPCA), that a sale is required. Such conditions have only existed three times, most recently in June 2011 when the President directed a sale of 30 million barrels of crude oil to offset disruptions in supply due to unrest in Libya. During this severe energy supply interruption, the United States acted in coordination with its partners in the International Energy Agency (IEA). IEA countries released altogether a total of 60 million barrels of petroleum.

Additionally, the Secretary of Energy may authorize limited releases in the form of exchanges with entities that are not part of the Federal Government. This authority allows the SPR to negotiate exchanges where the SPR ultimately receives more oil than it released; thereby acquiring additional oil. With the exception of the 2000 Heating Oil Exchange, the SPR has entered into negotiated contracts at the request of private companies in order to address short-term, emergency supply disruptions to a refiner's normal operations on several occasions.

SPR Distribution Systems -The SPR Distribution Systems sites are connected to midstream assets within three distribution systems: Seaway, Texoma, and Capline. The Seaway System includes the Bryan Mound SPR site and connects to refinery hubs in Houston, Texas City, and Freeport. The Texoma System includes the Big Hill and West Hackberry SPR sites. Both Big Hill and West Hackberry have connectivity to the Beaumont-Port Arthur, Lake Charles, and New Orleans area refineries. The Capline System includes the Bayou Choctaw SPR site and connects to the Baton Rouge area refineries as well as one New Orleans area refinery. As of August 2020, the four SPR storage sites were connected by SPR owned pipelines and commercially owned pipelines and terminals, to 28 Gulf Coast area refineries and six refineries located in Michigan, Ohio, and Kentucky.

The SPR also connects to three marine terminals that have a combined contracted marine distribution capacity of 2.220 MMbbl/d, and it owns one marine terminal (leased to ExxonMobil Pipeline Company) with a distribution capacity of 400 Mbbl/d. These marine terminals are: Seaway Terminal (Enterprise Products), Freeport, Texas; Seaway Terminal (Enterprise Products), Texas City, Texas; Energy Transfer Terminal, Nederland, Texas; and the DOE-owned, St. James Terminal, St. James, Louisiana.

Australia’s lack of onshore fuel storage is a major weakness. As an International Energy Agency member since 1979, Australia should hold at least 90 days of net oil imports. Australia has been unable to match this commitment since 2012 due to a decline in its refining capacity and an over-reliance on just-in-time imports. As of June, Australia had 58 days of net import coverage, or 72 days in total, if the government added oil aboard vessels bound for Australia (a measure the IEA does not accept). One of the unseen challenges here is this arcane methodology for calculating onshore bulk fuel holdings.

Australia’s inability to meet minimum IEA requirements speaks to the broader energy resilience problem and was a likely factor behind the Morrison government’s three-part fuel security package. The package included the 2020 decision to store $94 million of oil in the US Strategic Petroleum Reserve. While that was welcome, the fuel is stored far from Australia’s bowsers.

Although Democrats don't truly hate America, making this claim elicits the outrage that garners higher TV ratings, more social media shares and likes, and makes more money for networks. Media on both the right and the left foment this anger because their existence often depends upon it. There is a moment in the hit TV series “The Newsroom” when national TV anchor Will McAvoy, played by Jeff Daniels, appears as part of a panel about America held in a college auditorium. Each panelist is asked, “Why is America the greatest country in the world?” The two other panelists give trite answers. After being pushed hard by the moderator, McAvoy says America is not the greatest country in the world anymore. He then gives a litany of factual reasons why.

America lags other nations in the world in a large number of areas, from infant mortality and crime rates to median income and gross domestic product per capita. Politicians, doctors, public policymakers, economists and academics have tried to narrow these gaps for years. Largely, they have been unsuccessful.

Georgia Guidestones New World Order Year Zero Thanks. From 1980 until its destruction in 2022, one of the most intriguing and controversial granite monuments ever erected stood in Elbert County, near the South Carolina border.

The Georgia Guidestones dominated the highest elevation in the county, which is located in the northeastern Piedmont section of the state. Known to some as the American Stonehenge because of their striking resemblance to England’s famous monument, the Georgia Guidestones were unveiled on March 22, 1980.

Like ancient Stonehenge, the modern Guidestones served as a celestial clock of sorts, recording the passage of time through special features. Unlike Stonehenge, however, the Guidestones contained a written message for humanity. The general layouts of the two sites also differed from one another. While Stonehenge is arranged in a circular manner, the Guidestones were positioned in an “X” pattern, with each line of the axis oriented toward specific areas of the moon’s annual rotation around the Earth.

The Guidestones’ mysterious origins go back to the summer of 1979, when a man calling himself R. C. Christian came to Elberton in search of both a granite firm to execute his design for a monument and a suitable site for the construction of it. The man admitted that “Christian” was a pseudonym, chosen because it represented his own beliefs and those of the organization that planned and funded the project. To this day, Christian’s real name and the true identity of his organization are unknown. Christian claimed that he chose Elbert County because of its abundant supply of granite, the rural nature of its landscape, and its relatively mild climate, and because some of his ancestors had once lived in the region.

Joe H. Fendley Sr., president of the Elberton Granite Finishing Company, was initially shocked when Christian first explained his plan to build a gigantic granite monument inscribed with wisdom for the ages—suggestions or directions that would lead humanity into an “age of reason.” Christian also informed Wyatt C. Martin, president of Granite City Bank, of his hope that other conservation-minded groups in the country would later erect even more stones to form an outer ring around the central structure. He told Martin that he wanted the monument to be erected in a rural area, away from crowds and tourists.

Meanwhile, Fendley put his laborers to work on the structure, which consisted of four massive blue granite slabs, one center stone (known as the Gnomen stone), and a capstone. When finally completed, the monolithic structure weighed 119 tons and contained 951 cubic feet of granite. The structure also supported more than 4,000 sandblasted characters and letters, each averaging about four inches in height. Christian and Martin selected a five-acre plot in the middle of a cow pasture, approximately seven miles north of Elberton and eight miles south of Hartwell, with a commanding view to the east and the west, on which to build the monument. The area chosen was in close proximity to what the Cherokee Indians called “Al-yeh-li A lo-Hee,”—the center of the world. The land on which the Guidestones stood is owned by Elbert County.

The inscriptions on the Guidestones were meant for current and future generations. Sandblasted along the square capstone sitting atop the structure was the basic message: “Let these be guidestones to an age of reason,” in Babylonian cuneiform, Egyptian hieroglyphics, Sanskrit, and classical Greek. The four granite slabs, each weighing 42,137 pounds and standing more than sixteen feet in height, listed ten “guides” for mankind in eight different languages. The languages represented on the four major stones were Arabic, Chinese, English, Hebrew, Hindi, Russian, Spanish, and Swahili. The engraved messages dealt with four major areas: governance and the establishment of a world government, population and reproduction control, the environment and humankind’s relationship to nature, and spirituality.

While some of the “guides” were self-explanatory, others were open to discussion and interpretation. The rich variety of interpretations evoked by the Guidestones caused much controversy and debate to swirl around the hidden or intended meanings of the messages. The monument had been vandalized several times before its destruction and was the subject of various conspiracy theories, particularly those concerned with its prescriptions for population control and internationalism. According to the Guidestones, the following ten principles could ensure humankind’s future survival:

1. Maintain humanity under 500,000,000 in perpetual balance with nature.

2. Guide reproduction wisely — improving fitness and diversity.

3. Unite humanity with a living new language.

4. Rule Passion — Faith — Tradition — and all things with tempered reason.

5. Protect people and nations with fair laws and just courts.

6. Let all nations rule internally resolving external disputes in a world court.

7. Avoid petty laws and useless officials.

8. Balance personal rights with social duties.

9. Prize truth — beauty — love — seeking harmony with the infinite.

10. Be not a cancer on the earth — Leave room for nature — Leave room for nature.

Astronomical phenomena were also associated with the Guidestones. The four large upright granite slabs that composed the face of the structure were oriented to the limits of the moon’s migration during the course of the year. An eye-level, oblique hole drilled in the Gnomen stone looked upward toward the celestial heavens and oriented on Polaris, the North Star. In the middle of the Gnomen stone was a large slot with a hole cut through the granite, orienting the monument with summer and winter solstices. The Guidestones also acted as an enormous sundial. Drilled through the capstone was a seven-eighths-inch hole, which allowed sunlight to shine on the southern face of the Gnomen stone at noon.

The controversy surrounding the Guidestones came to a head in 2022. In May, Republican candidate for governor Kandiss Taylor deemed the site “satanic” and vowed to destroy it via executive order if elected. Subsequent attention on social media renewed interest in the Guidestones among evangelical Christians and fringe conspiracy theorists. In the early morning hours of July 6, 2022, an explosion destroyed part of the monument. Local and state police discovered evidence of a bomb at the scene and released camera footage of the detonation. The Georgia Bureau of Investigation demolished the Guidestones later that day, citing concerns for public safety. Their investigation remains ongoing.

The Elberton Granite Museum, in Elberton, offers an impressive display model of the Guidestones as well as a short film detailing its construction. The museum also provides free informational brochures about the Guidestones and their creation.

The Georgia Guidestones A Sinister Sites: ?
The Georgia Guidestones is a mysterious monument on which are carved ten “commandments” for a “New Age of Reason”. The first commandment? Maintaining the world population under 500 million people. Another sinister fact: the authors of what we now call the American Stonehenge are still a “mystery”… except for those in the know. We will look at the numerous features of this monument, its message calling for a New World Order and explain how it is the work of an occult secret society.

The Georgia Guidestones is an enigmatic granite monument situated in Elbert County, Georgia. Also known as the American Stonehenge, the gigantic structure is almost 20 feet high and is made of six granite slabs, weighing in total 240,000 pounds. The most astonishing detail of the monument is however not its size but the message engraved on it: Ten rules for an “Age of Reason”. These guides touch upon subjects that are associated with the “New World Order”, including massive depopulation, a single world government, the introduction of a new type of spirituality, etc. The authors of those rules have requested to remain totally anonymous and, until now, their anonymity has been duly preserved. However, this mysterious group left a text explaining the reasoning behind the rules, a text that was not discussed online before. With this new information, the purpose behind the Guidestones becomes very clear, leaving little room for hypotheses. The Guidestones describe the ideal world, as envisioned by occult Secret Societies. The monument is, therefore, proof of an existing link between secret societies, the world elite and the push for a New World Order.

Made of Pyramid blue granite, the Georgia Guidestones are meant to withstand the test of time and to communicate knowledge on several levels: philosophically, politically, astronomically, etc. It consists of four major stone blocks, which contain ten guides for living in eight languages: English, Spanish, Swahili, Hindi, Hebrew, Arabic, Chinese, and Russian. A shorter message is inscribed at the top of the structure in four ancient languages’ scripts: Babylonian, Classical Greek, Sanskrit, and Egyptian hieroglyphs. It is important to note that those last four ancient languages are of great importance in the teachings of occult mystery schools, such as the Freemasons and the Rosicrucians, organizations I will discuss later.

The four major stones are arranged in a giant “paddlewheel” configuration which is oriented to the limits of the migration of the sun during the course of the year and also shows the extreme positions of the rising and setting of the sun in its 18.6-year cycle. The center stone has two special features: first, the North Star is always visible through a special hole drilled from the South to the Northside of the center stone; second, another slot aligns with the positions of the rising sun at the time of the summer and winter solstices and at the equinox.

At the base of the Guidestones lies an explanatory tablet listing some of the details of the structure. It also mentions a time capsule buried underneath it. The contents of this time capsule (if it exists) are a total mystery.

Astronomical features are of great importance in the design of the Guidestones. In a relatively “new” nation such as the United States, monuments that are aligned with celestial bodies are often the work of secret societies, such as the Freemasons. Drawing their teachings from the Mystery schools of Ancient Egypt, Greece or the Druidic Celts, they are known for embedding into monuments some of their “sacred knowledge”.

As you can see, the guidelines call for a drastic reduction of the world population, the adoption of new a world language, the creation of a world court and vague allusions to eugenics. In other words, a blueprint for a New World Order.

Depopulation, Planned Parenthood, and Eugenics
The first “commandment” is particularly shocking, since it basically stipulates that 12 out of 13 people on Earth should not exist; basically, that would mean everybody in the world would disappear except half of India. If today’s world population is 6,7 billion, then that is a 92.54% surplus. To consider these figures is mind-boggling. But then, how many people survived in the movie 2012? Not many. Who were they? The earth’s wealthiest people. Is this predictive programming?

The last rule of the Guidestones, “Be not a cancer on the earth – leave room for nature – leave room for nature” is particularly disturbing as it compares human life to cancer on earth. With this state of mind, it is easy to rationalize the extinction of nearly all of the world’s population.

The strategy was embodied by the patrol leader who, without irony, explained to the news film crew after his troops torched the grass and wood huts in the area, “We had to destroy the village to save it.”

The dissident rock ‘n’ roll band the Fugs satirized this phenomenon in their song “Kill for Peace.” This, the most controversial song on The Fugs, was released in 1966, a tumultuous time during which the war in Vietnam was escalating and body counts were rising daily. The lyrics, written by Beat poet Tuli Kupferberg and sung by Beat poet Ed Sanders, were intended to depict the madness of that particular war, but they are as timeless as the words of Buffy St. Marie’s contemporaneous “Universal Soldier.”

A sample lyric: “Kill, kill, kill for peace / Kill, kill, kill for peace /  Near or middle or very far east / Far or near or very middle east / Kill, kill, kill for peace / Kill, kill, kill for peace / If you don’t like the people / or the way that they talk / If you don’t like their manners / or they way that they walk / Kill, kill, kill for peace / Kill, kill, kill for peace”

Not surprisingly, given the antiwar tenor of the times, “Kill for Peace” became the most popular song in the Fugs’ repertoire. Ed Sanders, the leader of the band, was featured on the cover of Life magazine, and the band was invited to perform on Johnny Carson’s Tonight Show in early 1967. They agreed to appear if they could sing “Kill for Peace.” Carson denied them the opportunity, for fear of upsetting Americans with its antiwar message. (One has to wonder what Carson was thinking a band called the Fugs was intending to perform? “My Favorite Things”?).

A song about peace—and however sardonic “Kill for Peace” is, it’s undeniably a song advocating for peace—was more controversial than a song about war, like “Ballad of the Green Berets.”
“Ballad of the Green Berets,” composed and sung by Vietnam veteran, Staff Sgt. Barry Sadler, was the biggest hit of 1966 (topping Nancy Sinatra’s “These Boots Were Made for Walking,” which had a certain martial spirit too), and Sadler was invited on many shows to perform it, including The Ed Sullivan Show. The U.S. Army, riding on his celebrity status, then used Sadler as a recruitment tool to entice more young men to become war heroes in the mud and rice paddies of Southeast Asia.
