The term “democide” refers to the intentional killing of unarmed or disarmed individuals by government agents acting in their authoritative capacity and pursuant to government policy or high command. It encompasses situations where governments are responsible for mass killings, even if not classified as genocide. Holocaust historian R.J. Rummel coined this term in his book “Death by Government” to describe such state-sponsored killings.
