Baltimore Man Returns Mail-In Ballots for Dead Voters to Board of Elections, They Were Sent Back

A Baltimore man tried to do the right thing after receiving multiple mail-in ballots for relatives at his home that were either dead or had moved away. He sent them back in the mail marked return to sender to only have them reappear in his mailbox.
