21 States, Lead by Texas and Montana, Sue President Biden Over the Keystone XL Pipeline Cancellation

Attorney General's of Texas and Montana are leading the other 19 States in a Lawsuit against the Biden Administration over the cancellation of the Keystone XL Pipeline.

As Permits were already issued, it is a point of contention (and a valid one) that granting such permits for construction across State Lines cannot be revoked unless it passes through United States Congress. As the Executive Order issued on Biden's first day of President did not have to pass that test, it is for the courts to decide if that was a legal act.
