The decision by Russia to pull back some military forces from the Ukraine border last month ended a standoff that alarmed Western capitals. But the U.S. Secretary of State, on a visit to Ukraine, says Russia remains poised to take aggressive action "on fairly short notice." Matthew Larotonda reports.
