BODYCAM: Man Charges NYPD Officer With 3 Ft Pipe, Gets Shot Repeatedly

Police Officer Thomas Leonardo, assigned to patrol in the 122nd Precinct and attired in uniform, discharged five shots from his service firearm during a confrontation with an armed subject, later identified as Roberto Ramos, a 45-year-old male.
Mr. Ramos was armed with a 39-inch white metallic pipe during the incident. The pipe was recovered at the scene of the incident during the investigation.
On Friday, July 23, 2021, at approximately 9:24 PM, a 9-1-1 call was received reporting that a male was banging and screaming at 296 Malden Place. Another 9-1-1 call then reported that a Hispanic male wearing a gray or white tank top and shorts was possibly on drugs and was entering and exiting his apartment while banging on doors and screaming.
Police Officer Thomas Leonardo, Police Officer Robert Ruhl, and several additional officers responded to the 9-1-1 calls and while inside the first floor of the location, the officers heard crying coming from the second floor. The officers arrived on the second floor where they encountered a male, later identified as Mr. Ramos. After a conversation with the officers, Mr. Ramos agreed to seek treatment from an awaiting ambulance, at which point, he exited his residence and entered the ambulance.
After being treated inside the ambulance for approximately seven minutes, Mr. Ramos fled the care of the emergency medical technicians and returned to his residence while the officers pursued him on foot. Upon gaining entry to the location, Police Officer Leonardo ascended the stairs towards Mr. Ramos' second floor apartment. Mr. Ramos appeared at the top of the stairway in possession of a metal pipe.
Mr. Ramos began to descend the stairs with the pipe held overhead in the direction of Police Officer Leonardo. The officer then discharged five shots from his Glock 19 service firearm at Mr. Ramos, striking him in the abdomen, back, and arm. Mr. Ramos was removed to Staten Island University Hospital - North Campus, where he was admitted for treatment of his wounds. Police Officer Leonardo and Police Officer Ruhl were removed to Staten Island University Hospital - North Campus, where th were treated for tinnitus and released.
Mr. Ramos was arrested and subsequently indicted on one count of Burglary in the second degree, one count of Criminal Possession of a Weapon in the fourth degree, one count of Criminal Trespass in the second degree, one count of Attempted Assault in the second degree, and one count of Criminal Mischief in the fourth degree. This case is being prosecuted by the Richmond County District Attorney's Office.
