NIH official finally admits taxpayers funded gain-of-function research in Wuhan — after years of denials
At long last, National Institutes of Health (NIH) principal deputy director Lawrence Tabak admitted to Congress Thursday that US taxpayers funded gain-of-function research at the Wuhan Institute of Virology in China in the months and years before the COVID-19 pandemic.
“Dr. Tabak,” asked Rep. Debbie Lesko (R-Ariz.) of the Select Subcommittee on the Coronavirus Pandemic, “did NIH fund gain-of-function research at the Wuhan Institute of Virology through [Manhattan-based nonprofit] EcoHealth [Alliance]?”
“It depends on your definition of gain-of-function research,” Tabak answered. “If you’re speaking about the generic term, yes, we did.”
The response comes after more than four years of evasions from federal public health officials — including Tabak himself and former National Institute of Allergy and Infectious Diseases (NIAID) director Dr. Anthony Fauci — about the controversial research practice that modifies viruses to make them more infectious.
Tabak added that “this is research, the generic term [gain-of-function], is research that goes on in many, many labs around the country. It is not regulated. And the reason it’s not regulated is it poses no threat or harm to anybody.”
Dr. Bryce Nickels, a professor of genetics at Rutgers University and co-founder of the pandemic oversight group Biosafety Now, told The Post the exchange “was two people talking past each other.”
“Tabak was engaging in the usual obfuscation and semantic manipulation that is so frustrating and pointless,” Nickels said, adding that the NIH bigwig was resisting accountability for risky research that can create pathogens of pandemic potential.
“Instead of addressing this directly, Tabak launched into a useless response about how ‘gain-of-function’ encompasses many types of experiments,” he added.
In July 2023, the US Department of Health and Human Services (HHS) barred the Wuhan Institute of Virology from receiving federal grants for the next 10 years.
EcoHealth Alliance, whose mission statement declares it is “working to prevent pandemics,” had all of its grant funding pulled by HHS for the next three years on Tuesday.
EcoHealth Alliance president Dr. Peter Daszak, in a hearing earlier this month before the House Select Subcommittee on the Coronavirus Pandemic, testified that his organization “never has and did not do gain-of-function research, by definition.”
But that claim directly contradicted Daszak’s private correspondence, including a 2016 email in which he celebrated the end of an Obama administration pause on gain-of-function research.
The EcoHealth head was also called out in sworn testimony to the COVID panel by Dr. Ralph Baric, a leading coronavirologist who initiated the research himself and declared it was “absolutely” gain-of-function.
In an October 2021 letter to Congress, Tabak had acknowledged NIH funded a “limited experiment” at the Wuhan Institute of Virology that tested whether “spike proteins from naturally occurring bat coronaviruses circulating in China were capable of binding to the human ACE2 receptor in a mouse model.”
He did not describe it as gain-of-function research — but disclosed that EcoHealth “failed to report” the bat coronaviruses modified with SARS and MERS viruses had been made 10,000 times more infectious, in violation of its grant terms.
The NIH scrubbed its website of a longstanding definition for gain-of-function research the same day that the letter was sent.
Tabak also noted in his October 2021 letter that the “sequences of the viruses are genetically very distant” from COVID-19 — but other grant proposals from EcoHealth have since drawn scrutiny for their genetic similarities.
Fauci has repeatedly denied that the Wuhan lab research involved gain-of-function experiments, clashing with Republicans in high-profile hearings and “playing semantics” with the term during a closed-door interview with the House COVID panel earlier this year.
“He needs to define his definition of gain-of-function research, because as I have through this process in the last three years, read many, many published articles about gain-of-function research, or creation of a chimera, this is a new one,” COVID subcommittee Chairman Brad Wenstrup (R-Ohio) said following Fauci’s grilling in January.
The ex-NIAID head and White House medical adviser under President Biden was escorted by Capitol Police and his attorneys to and from the committee room for his two days of interviews — and repeatedly dodged The Post’s questions about gain-of-function research and pandemic lockdown restrictions.
In 2021, Sen. Rand Paul (R-Ky.) held Fauci’s feet to the fire over the evasions in several hearings.
“The NIH has not ever and does not now fund gain-of-function research in the Wuhan Institute of Virology,” Fauci declared that May.
In another House hearing the same month, then-NIH director Dr. Francis Collins testified that researchers at the Wuhan lab “were not approved by NIH for doing gain-of-function research.”
“We are, of course, not aware of other sources of funds or other activities they might have undertaken outside of what our approved grant allowed,” Collins added cautiously at the time.
That ignorance about what experiments came about as a result of the NIH grants was underscored by Daszak during his COVID subcommittee hearing last week.
The EcoHealth leader acknowledged he had not asked longtime collaborator and Wuhan Institute of Virology deputy director Shi Zhengli for any viral sequences since before the pandemic began.
In his own closed-door testimony to the House subcommittee released Thursday, Collins echoed Tabak’s comments but went further by saying there “is a generic description of gain-of-function which is utilized in scientific and public conversation, but is not appropriate to apply that to a circumstance where we’re talking about a potential pathogen.”
“We need to be highly cognizant of the risks of gain-of-function technology now that scientific capabilities exist for creating something in a lab that didn’t exist 100 years ago, or even 50 years ago,” Wenstrup told The Post following Thursday’s hearing.
“Drs. Fauci and Collins, over a decade ago, both conceded that there are risks associated with gain-of-function research.”
EcoHealth received more than half a million dollars for its work with the Wuhan Institute of Virology as part of a grant of more than $4 million to study the emergence of bat coronaviruses between 2014 and 2024.
That grant was revoked in 2020, reinstated in 2023 and finally suspended and proposed for debarment this week.
The House subcommittee is still investigating whether COVID-19 accidentally leaked out of a lab in Wuhan, which has been described as the most likely cause of the pandemic by the FBI, US Energy Department, ex-Centers for Disease Control and Prevention (CDC) director Dr. Robert Redfield and former Director of National Intelligence John Ratcliffe.
Nickels also slammed Tabak Thursday for still claiming the evidence points to SARS-CoV-2 originating in a “wild animal market in Wuhan.”

Arabs living in what Jews call the Land of Israel, including Judea and Samaria, call themselves “Palestinians” after “Palestine,” the non-Jewish term for the region.
They did not do so until quite recently, but nonetheless, many Arabs in the region and their sympathizers have co-opted the words “Palestine” and “Palestinian” to give their national movement a sense of longevity, credibility and ownership.
The word “Palestine” is not Arab or Middle Eastern in origin. It dates back 1,900 years and is derived from a people who were not native to the region — the Philistines, a people from the Aegean Sea who were closely related to the ancient Greeks. They lived on the coast of what is now the Gaza Strip and Israel, but had disappeared by the 6th century BCE.
The name associated with them, however, did not die out. The Romans, in a fit of spite, reapplied the term “Palestine” to the Land of Israel centuries later, after they defeated a Judean uprising in 135 CE.
In effect, the Romans sought to erase the association between the Land of Israel and the Jewish people.
The “Palestine” moniker continued to be used long after the Roman Empire fell. When Muslim armies conquered the region in 629 CE, they Arabized the name to “Filastin.” This term cannot be found in the Quran, while the name “Israel” is mentioned several times.
The regional name “Palestine” endured. During the Middle Ages, it became common in early modern English and was employed by the Crusaders. But for nearly 2,000 years, it never referred to a country or a group of people.
In short, for most of recorded history, there were never any “Palestinians.”
After World War I, the modern contours of “Palestine” were established. The British Mandate for Palestine originally consisted of present-day Israel, Gaza, Judea and Samaria, and Jordan.
During the British Mandate period, the term “Palestinian” usually referred to Jews living in the Mandate, as well as their institutions.
Before Israel was founded, several prominent Jewish and Zionist organizations used the name “Palestine.” These included the Palestine Post newspaper and the Palestine Symphony Orchestra, which are now the Jerusalem Post and the Israel Philharmonic Orchestra.
At the time, many Arabs in British Mandatory Palestine considered themselves part of Greater Syria rather than “Palestinians.” In 1937, a local Arab leader told the Palestine Royal Commission, “There is no such country [as Palestine]. Palestine is a term the Zionists invented! Our country for centuries was part of Syria.”
Arab historian Philip Hitti echoed this sentiment shortly before Israel declared independence, saying, “There is no such thing as Palestine in history, absolutely not.”
The watershed moment for the “Palestinian” national movement came after the 1967 Six-Day War, when Israel won control of Judea and Samaria from Jordan. The words of author Walid Shoebat of Bethlehem sum up the profound shift in local Arabs’ identity: “On June 4, 1967, I was a Jordanian, and overnight I became a Palestinian.”
Since 1967, a whole national mythology has been created around the terms “Palestine” and “Palestinian.” For example, the Palestinian Arabs have claimed to be descendants of the Canaanites who preceded the ancient Israelites and Philistines in the Holy Land.
In 2018, Palestinian Authority chief Mahmoud Abbas told the United Nations’ Security Council, “We are the descendants of the Canaanites that lived in the land 5,000 years ago and continued to live there to this day.”
But most Palestinians trace their origins to prominent tribes in Saudi Arabia, Syria, Iraq, Yemen and Egypt. Yasser Arafat was born in Egypt. Even the Kanaan family in Nablus (Shechem) traces its ancestry to Syria. In any case, the Canaanites had disappeared more than 1,600 years before the Arabs first arrived in the Holy Land.
Preposterously, Palestinians have even asserted that Jesus was a Palestinian. In a 2013 Christmas message, Abbas called Jesus a “Palestinian messenger.” In 2019, Palestinian-American activist Linda Sarsour posted on Twitter, “Jesus was a Palestinian of Nazareth.”
We beg the pardon of Mr. Abbas and his fellow fantasists, but Jesus was a Jew from Judea, which was named Judea because it was and still is the homeland of the Jewish people.
While Arabs in the region are free to call themselves whatever they want, they are not free to hijack the 3,000-year history of the Holy Land for themselves. In the end, the name “Palestine” represents the Jews’ original dispossession of their homeland 1,900 years ago.

I look at the Israel war and I see a defensive war. Israel was attacked on October 7th, but not just October 7th. It was attacked for 16 years prior to October 7th with an average of 2000 missiles a year being fired into civilian centers.
I don't see why people are blaming Israel. I think it's a mistake to conflate Hamas with the Palestinian people. Hamas has been the worst enemy to the Palestinian people. It has been a proxy of Iran, and it is pursuing a different objective than the than the welfare of the Palestinian people.
Oh, I don't see that Israel has a choice. There's no country in the world.
You have an organization, Hamas, that is sworn to the destruction of Israel.
It has in its charter not only that it wants the annihilation of Israel, but also that it is against Islamic law to even negotiate with Israel except as a ruse.
People say, you know what we want is a cease-fire. What happens in a cease-fire? Isn't a ceasefire just a an opportunity for Hamas to regroup, rearm, and then attack again, which it says it's going to do.
It says this is just the beginning.
October 7th is the beginning of a whole series of October 7s. And it's as good as its word.
There have been 5 cease fires to date and every one of them, Hamas has used to rearm, regroup, push the banner and attack again. At some point, if you're Israel.
And this last attack demonstrated, I think to everybody in Israel, and this war is overwhelmingly popular in Israel because people understand that this is no longer a tactical problem, it is now a strategic problem.
They tried to handle it tactically for 16 years.
They did something that no nation in the world has ever done, which is to build the Iron Dome so that...
They're dealing with a neighbor that’s firing missiles...If Mexico decided to reclaim Texas. And started firing 2000 missiles a year onto San Antonio in Houston.
It would take us 5 minutes to go get rid of the people who were doing it.
Any other nation in the world would do that.
And you know, the offensive wars are legal under Article 5, the UN charter for a good reason is that you know a nation has an obligation to protect its people, to protect its borders.
So you have a, you know, you have a group that has pledged to it's destruction.
And I don't see how Israel has any choice except to go in and get rid of the group.
Unless they're going to negotiate, which they will not negotiate.
They've already said, "we will not negotiate." By the way, every other country in the world that got in this position would surrender.
Israel has won the war.
Why is Hamas not surrendering? It is hiding behind its own people.
It is ensuring their deaths rather than doing what the Nazis did, what, you know, the Japanese did, what everybody else, what the Iraq did, which is to say, "yeah, we're going to surrender, we're not going to put our people through this." Why are people blaming Israel?
I mean the question we should ask ourselves, are we blaming Israel just because it’s a Jewish state.
Anyway, that’s maybe the beginning of a discussion for you, but that's, you know, a simple statement of why I take this position.

I don't believe there's any evidence of genocide.
There is genocide going on in the Mideast, but it's a genocide of Jews and it's a genocide of Christians.

And they're much worse wars than what's happening in Gaza right now.
But some, but for some reason people don't want to complain.
Unless it's Jews who are who can be blamed.
And Yemen, I think there's almost 200,000 kids who've been killed in Yemen and civilian, the UAE and the Saudis and the other groups that are perpetuating that war with US support.
Are specifically targeting civilian populations with bombs and armaments and nobody complaints the who are you know who are being destroyed and eradicated in a genocide in China, the same thing that what's happening at .
In Syria... there are genocides all over the world.
But what we're seeing in Gaza is not.
I mean that.
Listen.
Let me just point out something.
There were 750,000 Palestinians in 1947 during when the Palestinians declared war on on Israel said we do not want an Israel state of any size in the Mideast.
And they invited six other nations to join them and 750,000 Palestinians left.
They left for a variety of reasons.
The Arab League, the, you know the group that was making war on Israel told them to leave, to get out of the war zone so that they could eradicate the Jews and then everybody could come back.
Those Palestinians are now numbered which were 740,000 in 1948 are now 7.2 million.
So if the Israelis are doing genocide they're not good at it.
Now contrast that with what happened in the other nations in the Mideast in 1948 simultaneously that all the Palestinians 750,000 Palestinians were leaving Israel during a war.
Almost a million, about 950,000 Jews were expelled from the Mideast and this is a genocide that's continuing today, this continues.

So the they've achieved a better they protect it in the most challenging conditions the Israeli government had, the IDF has protected civilians better than any Army in history, John Spencer said it has done more to protect civilians under more difficult circumstances than any army in history.
So you know I think that there's an argument, you know they the people who are saying that this is a genocide.
