The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) has chosen the first group of encryption tools that are designed to withstand the assault of a future quantum computer, which could potentially crack the security used to protect privacy in the digital systems we rely on every day — such as online banking and email software. The four selected encryption algorithms will become part of NIST’s post-quantum cryptographic standard, expected to be finalized in about two years. “Today’s announcement is an important milestone in securing our sensitive data against the possibility of future cyberattacks from quantum computers,” said Secretary of Commerce Gina M. Raimondo. “Thanks to NIST’s expertise and commitment to cutting-edge technology, we are able to take the necessary steps to secure electronic information so U.S. businesses can continue innovating while maintaining the trust and confidence of their customers.” The announcement follows a six-year effort managed by NIST, which in 2016 called upon the world’s cryptographers to devise and then vet encryption methods that could resist an attack from a future quantum computer that is more powerful than the comparatively limited machines available today. The selection constitutes the beginning of the finale of the agency’s post-quantum cryptography standardization project. “NIST constantly looks to the future to anticipate the needs of U.S. industry and society as a whole, and when they are built, quantum computers powerful enough to break present-day encryption will pose a serious threat to our information systems,” said Under Secretary of Commerce for Standards and Technology and NIST Director Laurie E. A Federal Reserve official on Thursday raised the possibility the central bank may not cut interest rates at all in 2024, deflating Wall Street's expectations that several reductions could be in store later this year. "If we continue to see inflation moving sideways, it would make me question whether we needed to do those rate cuts at all," said Federal Reserve Bank of Minneapolis President Neel Kashkari in an interview with Pensions & Investments magazine that was broadcast on LinkedIn. Kashkari, who said he had previously predicted two rate cuts this year, added, "If we continue to see strong job growth, strong consumer spending and strong GDP growth, then that raises the question in my mind, "Well, why would we cut rates?' Maybe the dynamics we have right now are sustainable." Kashkari's comments come a day after Fed Chair Jerome Powell said the central bank is likely to lower its benchmark rate later this year, providing relief to consumers and businesses paying sharply higher borrowing costs after 11 rate hikes in two years. But inflation has remained stubbornly above 3% this year, even picking up speed in February, prompting Powell to caution the Fed is wary of cutting rates too quickly. "What Kashkari did was deliver a cruel potential reality for the market — that inflation remains stubborn — and the Fed, not wanting to repeat the policy errors of the 1970s, may be forced to retreat from suggesting a rate-easing cycle," Quincy Krosby, chief global strategist for LPL Financial, said in an email. Sticky inflation and stronger-than-expected economic data "keeps the Fed speakers on higher alert, such as Khaskari, who said he penciled in two rate cuts in the dot plot but keeps the option of 'no cuts' if inflation stalls," noted Ben Emons, senior portfolio manager at NewEdge Wealth in a research note. Emons noted that stocks took a dive after Kashkari's 2 p.m. ET interview as investors digested the possibility of no rate cuts in 2024. What Is Fractional Reserve Banking? Fractional reserve banking is a system in which only a fraction of bank deposits are required to be available for withdrawal. Banks only need to keep a specific amount of cash on hand and can create loans from the money you deposit. Fractional reserves work to expand the economy by freeing capital for lending. Today, most economies' financial systems use fractional reserve banking. The fractional reserve banking process creates money that is inserted into the economy. When you deposit that $2,000, your bank might lend 90% of it to other customers, along with 90% from five other customers' accounts. This creates enough capital to finance $9,000 in loans. Your balance still reflects $2,000, and the customers that the bank borrowed from also see their balances remain unchanged. If all five customers have account balances of $2,000, it will look something like this: You and four other customers have $2,000 each, deposited in savings accounts that pay 1% per year. If the bank can use 90% of its deposits for loans, the available capital is $9,000 (90% of $10,000). A sixth customer asks for a loan of $1,000. The bank borrows 10% from each of the five accounts, totaling $1,000. There is still a balance of $2,000 in each account ($10,000 total between the five accounts). The bank essentially created $1,000 and lent it to the borrower at 5% per year. You receive interest payments of 1% per year on your $2,000, and the bank pockets the difference of 4% as profit. When you create an account at a bank, in the contract, you agree to allow that bank to use a percentage of your deposits as loans to other bank customers. To meet the requirements of the Old Testament law, a red heifer was needed to help accomplish the purification of the Israelites from uncleanness—specifically, the ashes of a red heifer were needed (see Numbers 19). Because red heifer ashes were necessary for the purification rites held at the temple, many have regarded the appearance of a red heifer today as heralding the construction of the third temple and the return of Christ. According to rabbinical tradition, there have been nine red heifers sacrificed since Moses’ time. Since the destruction of the second temple, no red heifers have been slaughtered. The rabbi Maimonides (1135—1204) taught that the tenth red heifer would be sacrificed by the Messiah Himself (Parah Adumah, ch. 3, § 4). The Temple Institute, a group advocating the construction of a third temple, reports that five flawless red heifers from Texas arrived in Israel on September 15, 2022 (https://templeinstitute.org, accessed 9/22/22). Many people view this event as a fulfilment of prophecy, since the acquisition of a red heifer is a major step forward in plans for a new temple. The Mosaic Law specified that the red heifer was to be “without defect or blemish” and to have never borne a yoke (Numbers 19:2). The sacrifice of the red heifer was unique in the law in that it used a female animal, it was sacrificed away from the entrance to the tabernacle, and it was the only sacrifice in which the color of the animal was specified. The slaughtering of a red heifer is described in Numbers 19:1–10. Eleazar the priest was to oversee the ritual outside the camp of the Israelites. After the animal was killed, Eleazar was to sprinkle some of its blood toward the front of the tabernacle seven times (verse 4). Then he left camp again and oversaw the burning of the carcass of the red heifer (verse 5). As the red heifer burned, the priest was to add “some cedar wood, hyssop and scarlet wool” to the fire (verse 6).
