Hawaii , Maui Fire affected areas in Lahaina
Firefighters continue working to extinguish flare-ups and contain fires in Lahaina, Pulehu/Kihei and Upcountry Maui.
The number of fatalities is at 80.
A Ka’anapali fire reported above Puukolii at 6:10 p.m. Friday was reported to be 100 percent contained before 8:30 p.m. The fire is in the area where a county fueling station was positioned Friday to distribute an estimated 3,000 gallons of gas and 500 gallons of diesel for an estimated 400 vehicles that were lined up before the operation began. No fuel will be distributed Saturday.
Police are restricting access into West Maui through both Ma’alaea and Waihe’e. Honoapiilani Highway is open for vehicles leaving Lahaina. The burned historic Lahaina town area remains barricaded, with people warned to stay out of the area due to hazards including toxic particles from smoldering areas. Wearing a mask and gloves is advised.
Volunteers are distributing food, water and other supplies at Napili Plaza.
Food, water, toiletries, canned goods, diapers, baby formula, clothing and pet food will be distributed from 10 a.m. to 4 p.m. Saturday at Lahaina Gateway Center.
Donations of non-perishable food, bottled water and hygiene items will be accepted from 8 a.m. to 6 pm. Saturday at the War Memorial Complex field in Wailuku. No clothing is being accepted.
A Family Assistance Center for family members who are looking for information about loved ones who are unaccounted for will be open from 10 a.m. to 8 p.m. Saturday and Sunday at Kahului Community Center.
The county Department of Transportation is coordinating buses to transport people staying at emergency shelters to the county Department of Motor Vehicles and Licensing, which will be open for special hours from 8 a.m. to 12:30 p.m. Saturday so shelter occupants can have their driver’s licenses and state identification cards reissued. Fees will be waived. County are volunteering to work to open the department.
On Friday, a total of 1,418 people were at emergency evacuation shelters at War Memorial Gymnasium, Hannibal Tavares Community Center, Maui High School, The Church of Jesus Christ of Latter-day Saints Maui Lani, Kings Cathedral Church and Grace Bible Church.
Additional cellphone service was becoming available in West Maui. Cellphone users are reminded to text not talk so everyone can share the limited resources.
For organizations and individuals wishing to offer services or donations to aid in the county rescue and relief efforts, an online tool is available. Information can be provided

Russia and China hold joint naval patrol in the Pacific
The warships of the Russian Navy and the Chinese People's Liberation Army Navy during the third joint patrol in the Pacific Ocean carried out special exercises with the crews of aircraft and helicopters.
The joint detachment of ships of the Russian Navy and the People’s Liberation Army Navy continues to move along the route previously agreed by the parties. The crews of the ships have already crossed the Sea of Japan, the La Perouse Strait, the Sea of Okhotsk, the Kamchatka Strait and the Bering Sea. Currently, the Russian-Chinese detachment operates in the waters of the Pacific Ocean. In total, since the beginning of the patrol, the detachment has already passed more than 4 thousand nautical miles.
In the course of joint actions at sea, much attention is paid to interaction with aviation. At various stages of the patrol, Il-38 anti-submarine aircraft of the Naval Aviation of the Pacific Fleet and aircraft of the People's Liberation Army of China worked in conjunction with the crews of warships.
During the passage by sea, the organization of search and tracking of mock enemy submarines, as well as joint actions for rescue at sea, was improved in practice. Deck helicopters of the Pacific Fleet Ka-27 naval aviation performed landings and takeoffs on ships of the Chinese Navy. In turn, Chinese helicopters landed and took off from Russian warships.
As part of the air defence exercise, the crews of the ships worked out algorithms of actions to repel an attack by air attack means of the mock enemy from various altitudes and directions.

As part of the international detachment, the Russian Federation is represented by the large anti-submarine ships Admiral Tributs and Admiral Panteleev, the corvettes Gremyashchy and Hero of the Russian Federation Aldar Tsydenzhapov, as well as the medium sea tanker Pechenga. From the PLA Navy, the destroyers Guiyang and Qiqihar, the patrol ships Tongling and Zhizhao, the integrated supply ship Taihu participate in the patrol.
The tasks of the joint patrol are to strengthen naval cooperation between Russia and China, maintain peace and stability in the Asia-Pacific region, monitor the sea area and protect the objects of maritime economic activity of the Russian Federation and the People's Republic of China.
The first joint Russian-Chinese naval patrol was conducted in 2021.
The second Russian-Chinese patrol took place in the autumn of 2022.

EU Commission President Ursula von der Leyen visits flood-affected Slovenia
European Union (EU) Commission President Ursula von der Leyen said in Slovenia, which she visited after the floods hit the country, that construction should be harmonised with the extreme natural events caused by climate change.
Von der Leyen visited the flood zone in Slovenia and met with Prime Minister Robert Golob.
Stating that she was very impressed to see the extent of the damage on the spot, von der Leyen said that EU countries had sent helicopters, modular bridges and excavators and that the aid would continue.

The G7 Hiroshima Summit A Message from Hiroshima to the World 2
In the face of Russia's aggression against Ukraine and the international community consequently reaching a historic turning point, the world’s attention turned toward the G7 summit, held over three days from May 19 in the city of Hiroshima, the site of history’s first atomic bomb attack.
With the sudden visit from Ukraine's President Zelenskyy drawing further attention to the summit, the G7 displayed its commitment to uphold the free and open international order based on the rule of law.
The leaders of many countries also visited the Hiroshima Peace Memorial Museum and offered flowers and prayers at the atomic bomb memorial monument.
The G7 leaders issued the "G7 Leaders' Hiroshima Vision on Nuclear Disarmament" at the summit as the first stand-alone G7 Leaders’ document focusing on nuclear disarmament toward a "world without nuclear weapons."
Discussions were also held with leaders of emerging and developing nations known collectively as the Global South, and a wide range of discussions were held on how to respond to various challenges facing the international community.

Taking on Record Temperatures: UN Chief's Call to Action
As July 2023 is set to be the hottest month ever recorded, UN Secretary-General António Guterres said that humanity is in the hot seat, urging that “leaders must lead” with dramatic, immediate climate action to limit global temperature rise to 1.5 degrees Celsius.
According to the data released today, July has already seen the hottest three-week period ever recorded, the three hottest days on record, and the highest-ever ocean temperatures for this time of year.
Speaking to reporters today (27 Jul) in New York, Guterres said that the consequences are clear and they are tragic: children swept away by monsoon rains, families running from the flames, workers collapsing in the scorching heat.
Guterres reiterated, “Climate change is here. It is terrifying. And it is just the beginning.”
He warned, “The era of global warming has ended; the era of global boiling has arrived,” adding that “the air is unbreathable. The heat is unbearable. And the level of fossil fuel profits and climate inaction is unacceptable.”
The UN chief emphasized, “Leaders must lead. No more hesitancy. No more excuses. No more waiting for others to move first.”
“There is simply no more time for that. It is still possible to limit global temperature rise to 1.5 degrees Celsius and avoid the very worst of climate change. But only with dramatic, immediate climate action,” Guterres said.
The Secretary-General reiterated that accelerating temperatures demand accelerated action and added that there are several critical opportunities ahead, namely the Africa Climate Summit, the G20 Summit, and the UN Climate Ambition Summit.
"Leaders – and particularly G20 countries responsible for 80 percent of global emissions – must step up for climate action and justice," Guterres added.
He explained, “We need ambitious new national emissions reduction targets from G20 members. And we need all countries to take action in line with my Climate Solidarity Pact and Acceleration Agenda: Hitting fast forward so that developed countries commit to reaching net zero emissions as close as possible to 2040 and emerging economies as close as possible to 2050, with support from developed countries to do so.”
The UN chief continued, “All actors must come together to accelerate a just and equitable transition from fossil fuels to renewables -- as we stop oil and gas expansion and funding and licensing for new coal, oil, and gas.”
He said, “Financial institutions must end their fossil fuel lending, underwriting, and investments and shift to renewables instead. And fossil fuel companies must chart their move towards clean energy, with detailed transition plans across the entire value chain.”
Guterres reiterated, “No more greenwashing. No more deception. And no more abusive distortion of anti-trust laws to sabotage net zero alliances.”
On adaptation, the UN chief said that as extreme weather is becoming the new normal, all countries must respond and protect their people from the searing heat, fatal floods, storms, droughts, and raging fires that result.
He said, “It is time for a global surge in adaptation investment to save millions of lives from climate carnage.”
The UN chief continued, “That requires unprecedented coordination around the priorities and plans of vulnerable developing countries. Developed countries must present a clear and credible roadmap to double adaptation finance by 2025 as a first step towards devoting at least half of all climate finance to adaptation.”
He added, “Every person on earth must be covered by an early warning system by 2027 – by implementing the Action Plan we launched last year. And countries should consider a set of global goals to mobilize international action and support on adaptation.”
On climate finance, Guterres said that promises made on international climate finance must be promises kept. Developed countries must honor their commitments to provide $100 billion a year to developing countries for climate support and fully replenish the Green Climate Fund.
He further expressed concern as only two G7 countries – Canada and Germany – have made replenishment pledges. Guterres concluded, “We need a course correction in the global financial system so that it supports accelerated climate action. That includes putting a price on carbon and pushing the multilateral development banks to overhaul their business models and approaches to risk.”
He added, “We need the multilateral development banks leveraging their funds to mobilize much more private finance at reasonable cost to developing countries -- and scaling up their funding to renewables, adaptation and loss and damage.”
