He explains that the Roeh are visionaries and inspirational leaders, while the Nabi are the preachers, thus they’re under the teacher's class. Chazeh means to stare or gaze at something until information comes from that, it also covers the intuitive vision; while Chozeh is leaning forward and peering into the future.
