The authors call on AI labs to immediately pause for at least six months the training of AI systems more powerful than GPT-4 and jointly develop a set of shared safety protocols for advanced AI design and development. These protocols should be rigorously audited and overseen by independent outside experts. AI developers should work with policymakers to accelerate the development of robust AI governance systems. These governance systems should include new regulatory authorities dedicated to AI, oversight and tracking of highly capable AI systems, and liability for AI-caused harm. The authors believe that society can enjoy a flourishing future with AI if the development and deployment of these systems are managed and planned with commensurate care and resources.
